TERRITORIAL PLANNER

Planning Division
This is a management-level planning position overseeing the Planning Division
of the Department of Commerce (DOC). Under the supervision of the Deputy Director, the
Territorial Planner serves as the Planning Division Manager and is concerned with community
and economic development planning.
This position requires the formulation of agency and territory-wide policy,
grant application to US Federal agencies for annual funding, creation of plans,
the development of programs and projects, coordination of planning activities among
local government agencies, and the implementation and management of community and economic
development projects.
The Territorial Planner is responsible for the management of Planning Division staff
and oversight of staff operations. The Planning Division consists of the Community
and Economic Development Planning Unit, the Land Use Planning & Management Unit, and
the Community Development and Planning Program, which is comprised of the Community
Development and Community Services Block Grant Programs.
Applicants for the position of Territorial Planner should hold a graduate degree in
Planning or a closely related field from an accredited university. Five years of
professional managerial experience encompassing community, economic and project
planning/development are required. A working knowledge of MS/Windows and word-processing
is essential. Familiarity with ArcView and GIS applications, as well as previous working
experience in the Pacific Region, in a cross-cultural environment, or within less developed
countries, is highly desirable.
This is a two-year contract position with a salary range of $39,000 to $45,000 based upon
experience and education. Transportation, partial relocation expenses, subsidized housing
and medical coverage will be provided.
